A land-locked sea has no connection with the open sea, and may be assimilated to a mere lake. This may lie within one... State or, like the Caspian Sea, between two States. In the latter case, there is a division of the waters between the two States concerned. The legal status of inland and land-locked seas is that of internal waters, that is to say they are under the full sovereignty of the coastal state. Foreign warships require special permission to enter inland seas, and merchant ships are required to satisfy any conditions which may be laid down by the territorial state.

closed sea: The term "enclosed sea" ... should not be confused with the term "closed sea." An enclosed sea was not a fully closed sea much as the Caspian Sea or the Aral Sea, which had no outlets to the open oceans. It was, instead, a small body of inland water, such as the Persian Gulf or the Baltic Sea, which had at least one outlet to the open sea.

... upon the outbreak of the First World War in 1914, it was found, as a matter of practical exigency, that the only one commanding acceptance by all States was the theory of sovereignty of the subjacent State over the air space to an unlimited height, i. e. usque ad coelum. this was adopted and enforced not merely by the belligerents, but also by neutral States. It was confirmed in Art. 1 of the Paris Convention of 1919 for the Regulation of Aerial Navigation, whereby the parties recognised that every State has "complete and exclusive sovereignty" over the air space above its territory and territorial waters.

A state may grant a right of exclusive use over a part of its territory to another state, retaining sovereignty, but conceding the enjoyment of the liberties of the territorial sovereign. Such a grant may be described as a "lease"... these grants do constitute privileges, and in principle their incidence depends on the consent of the territorial sovereign. In most cases where military and naval bases have been established by agreement the result is more akin to a contractual licence than it is to an interest in land in the English sense.
