It is intended to provide adequate lead time to those people who will be affected so that they may start to prepare for the event. Severe thunderstorm and tornado watches are usually issued 45 minutes before the event. Flood/flash flood watches are usually issued 3 to 24 hours in advance of the event. Hurricane, river flood, and winter storm watches, can be issued as much as 12 to 36 hours in advance.

Since color video runs at 29.97 fps [frames per second] instead of 30 fps, two kinds of timecode have evolved: drop-frame and non-drop-frame.
