Tradable permits have been proposed as an alternative to the tax. There are two main possibilities :(i) estimating "reasonable" emissions country by country and establishing commensurate quotas or(ii) distributing tradable rights in accordance with some "equitably" criterion, such as equal emissions per capita(a possibility that has actually been discussed). Depending on how restrictive the aggregate of such tradable emission rights might be, the latter is tantamount to distributing trillions of dollars in discounted value and making, for a country like Nigeria, the outcome of its population census the country's major economic policy. If, instead, quotas are negotiated to correspond to every country's currently "reasonable" emissions level, they will surely be renegotiated every 5 or 10 years, and selling an emissions right will be perceived as evidence that a quota was initially too generous. The New York Mercantile Exchange(NYMEX) is the world's largest physical commodity futures exchange located in New York City. Its two principal divisions are the New York Mercantile Exchange and the New York Commodities Exchange(COMEX) which were once independent companies but are now merged. The New York Mercantile Exchange, Inc. is currently a large private company. The New York Mercantile Exchange handles billions of dollars worth of energy products, metals, and other commodities being bought and sold on the trading floor and the overnight electronic trading computer system. The prices quoted for transactions on the exchange are the basis for prices that people pay for throughout the world. In 1933, the COMEX was established through the merger of four smaller exchanges : the National Metal Exchange, the Rubber Exchange of New York, the National Raw Silk Exchange, and the New York Hide Exchange. On august 3, 1994, the NYMEX and COMEX finally merged under the NYMEX. Developed by California Sea Grant researchers, a unique class of marine compounds generated $686, 000 in royalties last year and over a million dollars to date, placing them among the university's top ten royalty-producing inventions. The compounds, a closely related group called pseudopterosins, are extracted from a creature called the Caribbean sea whip. They have been licensed to two companies for very different purposes. For medical use as anti-inflammatory drugs, pseudopterosins have been licensed to a small pharmaceutical firm. The company has completed preclinical tests of one pseudopterosin, a potent topical anti-inflammatory compound, and filed an investigational new drug application with the U. S. Food and Drug Administration.
