Once a park proposal is deemed feasible, [Parks Canada] negotiates the terms and conditions under which the creation or expansion will occur. A federal-provincial agreement is usually negotiated for a province to transfer administration and control of the land to the federal government for a new national park. In northern Canada, the process differs depending on the specific jurisdiction involved. Where the territory has jurisdiction over its public land, a federal-territorial agreement is usually negotiated. This is currently the case with [Yukon] and, pending finalization of devolution will soon be the case with the Northwest Territories. 2, record 1, English, - federal%2Dterritorial%20agreement

3, record 1, French, - entente%20f%C3%A9d%C3%A9rale%2Dterritoriale

The PPSC fulfills the responsibilities of the Attorney General of Canada in the discharge of his criminal law mandate by prosecuting criminal offences under federal jurisdiction and by contributing to strengthening the criminal justice system. In this regard, the PPSC assumes the role played within the Department of Justice Canada by the former Federal Prosecution Service(FPS), and takes on additional responsibilities for prosecuting new fraud offences under the Financial Administration Act as well as offences under the Canada Elections Act. Unlike the FPS, which was part of the Department of Justice, the PPSC is an independent organization, reporting to Parliament through the Attorney General of Canada. 1, record 12, English, - Public%20Prosecution%20Service%20of%20Canada

1, record 12, French, - Service%20des%20poursuites%20p%C3%A9nales%20du%20Canada

Rather than foster full recognition of both English and French in Canadian society, the actions of the Department of Justice would result in diminished opportunities for their use. The breach of obligations under section 41 must also be seen in light of the principle of official language equality under section 16 of the Charter, as well as the recognition that governments in Canada should advance by way of legislative action the equality of status or use of French and English. The principle of equality of our official languages must have substantive effects in order to ensure its full implementation. This imposes a constitutional obligation on the federal government to take the initiative in creating a necessary institutional support to the use of either official language. This obligation is ignored by action that reduces the scope of language rights as they apply to the legal process under federal jurisdiction. 1, record 13, English, - by%20way%20of%20legislative%20action

3, record 20, French, - disposer%20d%27une%20instance
