The Marshall Plan, known officially following its enactment as the European Recovery Program(ERP), was the primary plan of the United States to promote the recovery of Europe and to advance American foreign and domestic economic policies after World War II. The initiative was named for United States Secretary of State George Marshall and was largely the creation of State Department officials, especially William L. Clayton and George F. Kennan. The reconstruction plan was developed at a meeting of the participating European States in July 1947. The Soviet Union and the states of Eastern Europe were invited, but Stalin saw the plan as a threat and did not allow the participation of any countries under Soviet control. Le plan Marshall fut un des plans de reconstruction de l'Europe après la Seconde Guerre mondiale, connu officiellement après son élaboration comme Programme de rétablissement européen (European Recovery program ou ERP). Le plan Morgenthau qui prévoyait de faire payer les réparations par l'Allemagne fut écarté par l'administration Truman : on se souvenait des effets désastreux d'une telle politique après la Première Guerre mondiale (la question des réparations allemandes avait en partie permis l'ascension de Hitler). L'initiative fut baptisée, par les journalistes, du nom du secrétaire d'État américain, le général George Marshall, qui, lors d'un discours à l'université Harvard (5 juin 1947) exposa la volonté du gouvernement des États-Unis de contribuer au rétablissement de l'Europe. N. Chomsky describes his pursuit in theoretical terms as a search for universal grammar(or U. G.) U. G. is genetically determined at its initial state(in the organism) and is specified, sharpened, articulated, and refines under conditions set by experience, to yield the particular grammars found in specific groups of individuals(1980, p. 234).
