The Convention on Wetlands is an intergovernmental treaty adopted on 2 February 1971 in the Iranian city of Ramsar, on the southern shore of the Caspian Sea. Thus, though nowadays the name of the Convention is usually written "Convention on Wetlands(Ramsar, Iran, 1971) ", it has come to be known popularly as the "Ramsar Convention"... The official name of the treaty-The Convention on Wetlands of International Importance especially as Waterfowl Habitat-reflects its original emphasis on the conservation and wise use of wetlands primarily to provide habitat for waterbirds. Over the years, however, the Convention has broadened its scope to cover all aspects of wetland conservation and wise use, recognizing wetlands as ecosystems that are extremely important for biodiversity conservation in general and for the well-being of human communities. For this reason, the increasingly common use of the short form of the treaty's title, the "Convention on Wetlands", is entirely appropriate. The Convention entered into force in 1975... UNESCO serves as Depositary for the Convention, but its administration has been entrusted to a secretariat known as the "Ramsar Bureau", which is housed in the headquarters of IUCN-The World Conservation Union in Gland, Switzerland, under the authority of the Conference of the Parties and the Standing Committee of the Convention 1, record 33, English, - Convention%20on%20Wetlands%20of%20International%20Importance%20especially%20as%20Waterfowl%20Habitat

1, record 33, Spanish, - Convenci%C3%B3n%20relativa%20a%20los%20Humedales%20de%20Importancia%20Internacional%2C%20especialmente%20como%20H%C3%A1bitat%20de%20Aves%20Acu%C3%A1ticas

Extradition of the citizens of the requested state. Another question, which often arises, is whether a citizen of the requested state should be handed over for trial in respect of commission of an offence in the requesting State. The relevant treaty of extradition may contain provisions in this regard, but generally the provisions of treaties are silent on this question. It therefore becomes necessary for each government to decide whether it would extradite its own nationals even though there may exist a treaty between the requesting and the requested states. It may be argued, on the one hand, that if a state is competent under its own laws to try and punish its nationals for crimes committed abroad, there is no need to surrender them to the requesting State, as they can be dealt with adequately in the requested State. On the other hand, it may be pointed out that the courts of the country where the crime is committed would be in a better position to deal with the matter since witnesses would be available more readily there and it may also be necessary to have local inspection of the place of the offence. 2, record 41, English, - requested%20State

The Treaty of Versailles was a peace treaty that officially ended World War I. It was signed on June 28, 1919, exactly 5 years after the assassination of Archduke Franz Ferdinand, one of the events that triggered the start of the war. Although the armistice signed on November 11, 1918 put an end to the actual fighting, it took six months of negotiations at the Paris Peace Conference to conclude a peace treaty. Of the many provisions in the treaty, one of the most important and controversial provisions required Germany and its allies to accept full responsibility for causing the war and, under the terms of articles 231-248, disarm, make substantial territorial concessions and pay reparations to certain countries that had formed the Entente powers. 1, record 45, English, - Treaty%20of%20Versailles

2, record 45, French, - Trait%C3%A9%20de%20Versailles

One frequently employed technique by which benefits are accorded under treaties to nationals is the "most-favoured nation" clause. A bilateral treaty containing such a clause confers upon the nationals of each contracting party treatment within the territory of the other as favourable as that given to the nationals of the "most-favoured" foreign state. An agreement to accord "national" treatment confers an even more favourable status, but this is more rare. These two clauses apply not only to the position at the time the treaty comes into force, but to any subsequent changes. 2, record 56, English, - national%20treatment

The term "peace treaty" usually refers to a treaty between belligerents ending a war, through sometimes it refers to a treaty to prevent future wars. The two concepts are often combined, because in treaties ending wars, the parties have often pledged themselves to "perpetual peace". The terms of such treaties, however, are often so onerous that they stimulate the defeated state, which has signed under duress, to renew hostilities when the opportunity arises. 2, record 61, English, - peace%20treaty

... methods adopted by States for securing redress from another State by taking retaliatory measures. Formerly, the term was restricted to the seizure of property or persons, but in its modern acceptation connotes coercive measures adopted by one State against another for the purpose of settling some dispute brought about by the latter’s illegal or unjustified conduct. 2, record 71, English, - reprisals

The distinction between reprisals and retortion is that reprisals consist of acts which would generally otherwise be quite illegal whereas retortion consists of retaliatory conduct to which no legal objection can be taken. Reprisals may assume various forms, for example, a boycott of the goods of a particular State, an embargo, a naval demonstration, or bombardment. 2, record 71, English, - reprisals

Reprisals can be positive or negative. Positive reprisals are such acts as would under ordinary circumstances involve an international delinquency. 2, record 72, French, - d%C3%A9positaire

Uniting of two or more countries or territories under a common government. The European Economic Community, for example, was conceived by its original advocates after the second world war as a basis for political union that would prevent further wars in Europe, though it was set up under the Treaty of Rome 1957 as a Common Market that could lead to political union, if the member-states wished. An area in which the member-states can be said to have made moves towards political union has been their work on a common foreign policy. Progress towards political union in the EEC raises questions of the relationship with the USA and other North Atlantic Treaty Organization countries and with the Communist Countries. 1, record 88, French, - clause%20f%C3%A9d%C3%A9rale
