The basic system consists of the WatchMate Transmitter and a Monitor. Each resident requiring protection wears a transmitter. The transmitter regularly emits a unique identification code. The WatchMate Monitor looks for these codes in a specifically designated protected area, such as an exit. When a resident enters a protected area, WatchMate can sound an alarm or activate external devices and immediately display the resident's identification code on the Monitor's display.

The P-code is a very long(about 1014 bits) sequence of pseudorandom binary biphase modulations on the GPS carrier at a chipping rate of 10. 23 MHz which does not repeat itself for about 38 weeks. Each satellite uses a one-week segment of this code which is unique to each GPS satellite, and is reset each week.

Passive decoding. Commonly, identities will be known by either flight planning or radiotelephone request. Operators are usually given sets of controls upon which they can set any mode and code combinations, again using the four digits octal structure. When the control is activated the decoder looks for correspondence between the set values and all replies. When correspondence occurs a further signal is generated by the decoder to augment that due to detection of F1/F2. Thus unique identity of a number of targets can be established.
