A licence differs in its essentials from an assignment. A licence, even though exclusive, does not give the licensee all the rights of the patentee. A licence does not set up rights as between the licensee and the public, but only permits him to do acts that he would otherwise be prohibited from doing. He obtains merely a right of user. ... A licence prevents that from being unlawful which, but for the licence, would be unlawful; it is a consent by an owner of a right that another person should commit an act which, but for that licence, would be an infringement of the right of the person who gives the licence. 7, record 25, English, - licence

The spelling licence, though still often met with, has no justification in the case of the substantive. In the case of the verb, on the other hand, although the spelling licence is etymologically unobjectionable, license is supported by the analogy of the rule universally adopted in the similar pairs of related words, practice sb., practise vb, prophecy sb., prophecy vb.... In April 2001, the federal government established the Commission on the Future of Health Care in Canada to review Medicare-Canada's universally accessible, publicly funded health care system-and recommend policies and measures to improve the system and its long-term sustainability. The Commission embarked on an ambitious effort to ensure that the final recommendations were evidence-based and reflected the values Canadians want in the health care system. Headed by Roy J. Romanow, Q. Smoke Measurement... It has been known for many years that the tar yield of any brand of cigarette does not necessarily correspond with the tar delivery of that cigarette to a human smoker. As the Fourth Report of the ISCSH observed :"These parameters have been criticised as not reflecting average human behaviour and leading to published yields universally under-estimating yields actually obtained by the average smoker. Critics of the machine smoking procedure have frequently failed to understand that values presented in tables published by DHSS have never been intended to be actual yields obtained by any one smoker. Rather, they enable brands to be ranked. 3, record 35, English, - mechanical%20smoking

The hearings made international news and many sessions were broadcast on national television. The Dines Pressure Tube Anemometer is universally recognised as the most reliable and accurate instrument of its kind and has been adopted as standard by the British Meteorological Office and by meteorological stations world-wide. Dines Pressure Tube Anemometer consists essentially of a Head Assembly, a Velocity Recorder and a Direction Recorder, the IM100 records wind speed and wind direction simultaneously on a single chart. An important feature of the Dines, is that it records not only average wind velocity over a given time, but also variations in wind force, with the strength and frequency of gusts, providing valuable data on the internal structure of the wind. 2, record 48, English, - Dines%20anemometer
Record number: 48, Textual support number: 2 CONT
The suction head is mounted concentrically with the shaft, near the bearing that supports the vane, and develops a suction that is independent of wind direction. The pressure difference between the suction head and the pressure head is proportional to the square root of the wind speed and is measured by a specially designed float manometer with a linear wind scale. 3, record 48, English, - Dines%20anemometer

The Dines anemometer was first described by William Henry Dines in 1892 and had all the essentials of the final form of the pressure-tube anemometer. With various modifications, the Dines anemometer remained a useful wind measuring device into the 1960s. 3, record 48, English, - Dines%20anemometer

Lighterage clause. It is essential to insert the so-called "lighterage clause" in charter-parties which show as port of discharge: any safe port in a certain range, e.g. Havre-Hamburg range. Such a clause may read as follows: "Should steamer be ordered to discharge at a place where there is not sufficient water to enter the first tide after arrival, without lightening, and be always afloat, laydays to count from twenty-four hours after arrival at a safe anchorage for similar vessels bound for such place, and any lighterage incurred to enable her to reach the place of discharge is to be at the expense and risk of the receivers of cargo ... 1, record 49, English, - lighterage%20clause
Record number: 49, Textual support number: 1 OBS
In this clause, "lighterage" is given the restrictive meaning of "lightening"(to put cargo in lighters in order to lighten the ship, to reduce its draft), instead of its original meaning(loading and/or unloading of cargo by means of lighters but for shipping purposes). Although to change thus the original meaning of lighterage is, strictly speaking, a misuse, the wording of the clause thus called sufficiently specifies its meaning to avoid any misunderstanding. Writers of charter parties and transport documents have universally adopted "lighterage" as a synonym of "lightening" for the corresponding clauses : consequently, in the particular context of clauses incorporated to the above mentioned documents, its usage is to be considered correct. 2, record 49, English, - lighterage%20clause

The term "right of hot pursuit" has been officially established by the Convention on the High Seas, done at Geneva on 29 April 1958. It is the only correct term in usage to express the concept described by some authors under the key-word "right of pursuit" which is misleading because, as the international convention rules in its article 23: "The hot pursuit of a foreign ship may be undertaken ... and may only be continued outside the territorial sea or the contiguous zone if the pursuit has not been interrupted." This condition requires the inclusion of the adjective "hot" within the full term, in order to express without ambiguity the underlying concept. 4, record 69, English, - right%20of%20hot%20pursuit

It is roughly estimated that about 75% of North American paper and paperboard output is subjected to some type of converting operation before reaching the final customer. The exact percentage would depend on the definition of converting; but presently, no precise guidelines for inclusion are universally accepted by the industry.... certain specific processing steps are common to a number of converting operations, and some of these will be discussed here. These techniques are usually grouped according to whether the paper is handled in roll form(called "wet converting") or made into the actual products(called "dry converting"). 1, record 87, English, - wet%20converting

Traditionally, the acceptance standards for concrete involve strength determinations at an age of 28 days... This test age has been used universally as the reference time at which concrete strengths are reported. However, for high strength concretes, it has become common to determine compressive strengths at 56 days, or even 90 days... The increase in strength between 28 and 56 or 90 days can be considerable(10 % to 20 %), and this can lead to economies in construction. 1, record 88, English, - 28%2Dday%20compressive%20strength

Pressure gravity. This method fills to a level. It is almost universally restricted to filling carbonated beverages. The flow principle is gravity as the force causing flow into the container. Like the gravity vacuum method, which fills by gravity in a vacuum atmosphere, this method fills by gravity in a pressure atmosphere. Product under pressure is held in an integral overhead supply tank on the rotary. Filling valves are mounted in the tank and are opened against spring pressure by the container being lifted to the valve. When the container is sealed to the valve, a mechanical latch opens a charging valve at the top of the valve vent tube which is above the product level in the supply tank.... Fill level is determined when the rising liquid covers a part in the vent tube through which the air in the container is exhausted as product flows in. 3, record 90, English, - pressure%20gravity
