The Multi-Purpose Experiment Support Structure... is a general purpose, unpressurized payload mounting structure for use in a mixed cargo mode with the Space Transportation System(STS) Orbiter. In the mixed cargo mode, two or more elements share the Orbiter payload bay on the same flight. Payload bay space and standard Orbiter services are divided into quarters to facilitate accommodation of the mixed cargo. Allocations for the MPESS and payload are based on one quarter of the payload bay capabilities.

The HTV [H-II Transfer Vehicle] can be configured to carry both pressurized and unpressurized payloads in a mixed configuration or to carry only pressurized cargo. It performs rendezvous and approaches the forward end of the Station where it is grappled by a robotic arm and berthed. ... Unpressurized payloads reside outside the ISS [International Space Station] as attached payloads, and if necessary, they may have to provide some of their own environmental controls internal to their hardware.
