In many instances Cabinet Ministers are asked questions in the House of Commons as a result of news reports or information derived from other sources. Therefore, in this order, "unusual incident" means any occurrence, major or minor, including news reports, that will or may create public interest, or is likely to be the subject of questions to the Minister or Associate Minister directly or in the House of Commons. Incidents that fall within the "may" aspects of this definition are anticipatory and as such must be assessed against the criteria :"is it possible that the incident will create public interest and form the subject of question to NDHQ or Ministers? Much like the Alaska Marine Highway System, a staging area will be used at both ends of the tunnel for vehicles to line up for the next change of direction of travel. Since this is a one way tunnel, vehicles will have to wait their turn to go through the tunnel.
