In many instances Cabinet Ministers are asked questions in the House of Commons as a result of news reports or information derived from other sources. Therefore, in this order, "unusual incident" means any occurrence, major or minor, including news reports, that will or may create public interest, or is likely to be the subject of questions to the Minister or Associate Minister directly or in the House of Commons. Incidents that fall within the "may" aspects of this definition are anticipatory and as such must be assessed against the criteria :"is it possible that the incident will create public interest and form the subject of question to NDHQ or Ministers? As a general rule, any unusual incident that involves or could involve the public should be assessed as a possible subject for a Significant Incident Report or an Item of Possible Interest to Ministers.
