The Department of Social Services has implemented an Employment Opportunities Program, which is designed to help social-assistance recipients to make the transition from dependency towards self-sufficiency. The program responds to the employment and training needs of recipients by utilizing assessment/counselling career planning, upgrading academic skills, developing training, purchasing training seats and enacting employment placements. The principal change since January 1, 1986, has been a move away from short-term job creation projects to a focus on human resource development with respect to social services clients.
