A test loop translator(TLT) is a type of radio frequency converter or heterodyne, used to translate between uplink and downlink segments(generally in the same band), to allow for "loop-back" testing and calibration of a satellite ground station without the need to interface with the satellite.

The creation of narrow satellite beams permits not only the effective use of satellite power, but also allows the reuse of the frequency band and provides a means of overcoming the self-interference limit in CDMA.... Today's mobile satellites have onboard processors which connect an uplink band to a downlink beam. Processors use A/D conversion and digital filtering. The A/D converters quantize the signal and produce quantisation noise. The combined signal to quantization noise ratio is(N/C) q=(L2-1)/p2pa.

However, ORBCOMM's system contains a mechanism designed to prevent interference to other users of the band, including VITA and Federal Government users. The mechanism, a "Dynamic Channel Activity Assignment System"(DCAAS), is designed to avoid assigning ORBCOMM's subscriber traffic to uplink channels that are occupied by other users. To accomplish this, the DCAAS will scan ORBCOMM's uplink band approximately every five seconds searching for actively used channels.
