La plate-forme, qui capte le déplacement de l'aéronef au-dessus du sol, comporte deux gyroscopes. Ceux-ci maintiennent leur orientation dans l'espace pendant que les accéléromètres captent toutes les variations de cap et de vitesse de déplacement. Three inert SCALPELs were released by two AV-8B Harriers during a recent flight test at the Navy's China Lake test range in California, hitting their marks. SCALPEL is essentially a weaponized version of the company's enhanced laser guided training round with improved guidance and a small warhead. Medium-and large-sized unmanned aerial vehicles like the MQ-1 Predator could carry it as well as manned aircraft like the USAF F-16 and Navy/Marine Corps F/A-18 and AV-8B, according to Lockheed Martin.

The test program will be under the control of the Air Force Test and Evaluation Center(AFOTEC). The first stage, which lasts five months, is the Qualification Operational Test and Evaluation(QOT&E) at the Douglas facility in Yuma(Arizona). There is then a six-month Follow-on Test and Evaluation(FOT&E) at Barksdale AFB(Louisiana), which includes comprehensive testing of the aircraft's operational effectiveness and the ability of USAF personnel to maintain it.
