There’s important differences between true cryptocurrencies and what are generally called "centralized digital currencies" (CDCs). Resolution occurs at the point when the authorities determine that a bank is failing or likely to fail, that there is no other private sector intervention that can restore the institution back to viability within a short timeframe and that normal insolvency proceedings would cause financial instability. The rationale that there is no right to support for a building or the additional weight which the building causes is that the right to support is a natural right and any structure artificially imposed upon the land does not itself so exist. It has been suggested, however, that in some circumstances the right to subjacent support might be extended to the use of the surface in more than its natural condition. There is authority in the United States that(as contrasted with the right of lateral support) the right of subjacent support extends "to all superincumbent pressures existing on the date when the subjacent estate is severed from the surface".(Anger and Honsberger, 2nd, p. 954-955) 1, record 39, English, - right%20of%20subjacent%20support

(T) he true criterion of an irremovable fixture consists in the united application of several tests : 1st. Real or constructive annexation of the article in question to the realty; 2nd. Appropriation or adaptation to the use or purpose of that part of the realty with which it is connected; 3rd. The intention of the party making the annexation to make the article a permanent accession to the freehold, this intention being inferred from the nature of the article affixed, the relation and situation of the party making the annexation, and the policy of the law in relation thereto, the structure and mode of the annexation and the purpose or use for which the annexation was made. Of these three tests, the clear tendency of modern authority seems to give pre-eminence to the question of intention to make the article a permanent accession to the freehold, and the others seem to derive their chief value as evidence of such intention.(Reiter, Risk & McLellan, 2nd ed., 1982, pp. 131-2) 1, record 40, English, - irremovable%20fixture

The Convention on Wetlands is an intergovernmental treaty adopted on 2 February 1971 in the Iranian city of Ramsar, on the southern shore of the Caspian Sea. Thus, though nowadays the name of the Convention is usually written "Convention on Wetlands(Ramsar, Iran, 1971) ", it has come to be known popularly as the "Ramsar Convention"... The official name of the treaty-The Convention on Wetlands of International Importance especially as Waterfowl Habitat-reflects its original emphasis on the conservation and wise use of wetlands primarily to provide habitat for waterbirds. Over the years, however, the Convention has broadened its scope to cover all aspects of wetland conservation and wise use, recognizing wetlands as ecosystems that are extremely important for biodiversity conservation in general and for the well-being of human communities. For this reason, the increasingly common use of the short form of the treaty's title, the "Convention on Wetlands", is entirely appropriate. The Convention entered into force in 1975... UNESCO serves as Depositary for the Convention, but its administration has been entrusted to a secretariat known as the "Ramsar Bureau", which is housed in the headquarters of IUCN-The World Conservation Union in Gland, Switzerland, under the authority of the Conference of the Parties and the Standing Committee of the Convention 1, record 42, English, - Convention%20on%20Wetlands%20of%20International%20Importance%20especially%20as%20Waterfowl%20Habitat

Minimization procedures are designed to prevent the broad power of "foreign intelligence gathering" from being used for routine criminal investigations. In a number of instances, however, there are overlaps between foreign intelligence gathering and criminal investigations. One common minimization procedure is what is known as an "information-screening wall. "These "walls" require an official not involved in the criminal investigation to review the raw materials gathered by FISA [Foreign Intelligence Surveillance Act] surveillance and only pass on information that might be relevant evidence. The purpose is to ensure that criminal investigators do not use FISA authority for criminal investigations. 1, record 64, English, - minimization%20procedure

An airport located in Dorval, now a part of the city of Montréal, and used for private, local, national and international flights. The airport was first the "Dorval Airport, "from the name of the city in the suburbs of Montréal, then the "Dorval International Airport, "to become the airport for domestic flights, that is the flights limited to Canada, with the construction of the "Mirabel International Airport" inaugurated in 1975 and intended for international flights. But inadequate terrestrial links between Montréal and Mirabel contributed to give to the Montréal Dorval Airport("Montréal-Dorval") its international status, leaving the charter(up to Autumn 2004) and cargo flights to the Mirabel Airport("Montréal-Mirabel") ;political decisions for these ends were accompanied by important subsidies for the building of added accommodations to what has become the "Montréal Dorval International Airport. "With the amalgamation or merging of all the cities on the Île de Montréal, including the former cities of Montréal and of Dorval, to form the new city of Montréal on the 1 January 2002, the airport became the "Montréal Airport, "a reality usage had already confirmed. On the 1 January 2004, the airport's name changed to "Montréal Pierre Elliott Trudeau International Airport" to honour a former Prime Minister of Canada as do other important airports in the country. The official name will, no doubt, not be quoted at length all the time; the forms mentioned as correct on the present record will surely be used instead, including the recommendation of the airport authority as to the use of "Montréal-Trudeau" as the current short form("fly from Montréal-Trudeau", or "land at the Montréal-Trudeau Airport"). Even if the airport encountered many name and status changes, it never had a name that includes a comma, and had always been represented by YUL, its IATA three-letter code. 3, record 75, English, - Montr%C3%A9al%20Pierre%20Elliott%20Trudeau%20International%20Airport

The Montréal Dorval International Airport has been officially renamed "Montréal Pierre Elliott Trudeau International Airport," written "Montréal - Pierre Elliott Trudeau International Airport" (a dash with a space before and after) in some governmental documents, during a ceremony held on September 9, 2003. The new name is effective starting January 1, 2004. Pierre Elliott Trudeau, of the Liberal Party, has been Prime Minister of Canada from April 20, 1968 to June 3, 1979, and from March 3, 1980 to June 29, 1984; he died in Montréal on September 28, 2000. 3, record 75, English, - Montr%C3%A9al%20Pierre%20Elliott%20Trudeau%20International%20Airport

In the legend, it is mentioned that the administrator, Aéroports de Montréal, recommends the use of "Montréal-Trudeau" as a current short form and that the code identifying the airport will remain YUL, the code of the International Air Transport Association (IATA) being international and the same in all languages. 3, record 75, English, - Montr%C3%A9al%20Pierre%20Elliott%20Trudeau%20International%20Airport

The Government of Canada English document on Internet cannot be quoted as a source because the name of the city is reproduced without its accent on all the pages found, while the Internet source of the airport administrator gives it correctly. In Canada (with seven exceptions as of December 31, 2004, and "Montréal" is not among them), the name of an inhabited place has the same form in English and French, which form is listed in the Gazetteer of the province or territory in accordance with the inscription in the Incorporation Act of the entity. 3, record 75, English, - Montr%C3%A9al%20Pierre%20Elliott%20Trudeau%20International%20Airport

The present classification policy requires the departmental classification of financial transactions in terms of authority, purpose, responsibility and object. Where the expenditure or revenue transactions relate to a process producing more than one output in two or more activities, an allocation method is required to assign these expenditures or revenues to the appropriate activities. While it is preferable that this be done on a transaction-by-transaction basis, in those operations where departments use a cost accounting or other system to undertake the required allocations, the costs of maintaining a transaction-based allocation system may outweigh the benefits. 2, record 76, English, - outweigh

2, record 76, French, - l%27emporter%20sur

In 1992, the town authority entrusted Guangzhou Urban Planning & Design Institute to undertake comprehensive planning of the town territory and its central area. In 1994, the general planning for the town's central area of 9 square kilometers was finished, thus a scientific basis is provided for the general arrangement of down town area in respect of roads & transport system, industrial land use, reserved agricultural land, residential & commercial buildings, commercial areas, recreational centers and cultural-medical service facilities. All construction projects must follow this general arrangement. This plan may be modified only if it is approved by the town's National Congress to be modified. In these years, great achievement was gained in central area development and capital-business introduction within the frame of general planning. 2, record 77, English, - central%20area%20development

Centre urbain.

The present classification policy requires the departmental classification of financial transactions in terms of authority, purpose, responsibility and object. Where the expenditure or revenue transactions relate to a process producing more than one output in two or more activities, an allocation method is required to assign these expenditures or revenues to the appropriate activities. While it is preferable that this be done on a transaction-by-transaction basis, in those operations where departments use a cost accounting or other system to undertake the required allocations, the costs of maintaining a transactions-based allocation system may outweigh the benefits. 1, record 91, English, - cost%20accounting%20system

1, record 91, French, - syst%C3%A8me%20de%20comptabilit%C3%A9%20analytique

This process is controlled by establishing a reserved allotment for the amount of the excess against the equivalent appropriation and the equivalent allotment in the subsequent fiscal year. This is a mandatory reserved allotment established by legislation rather than management and restricts the use of spending authority granted by Parliament in the following fiscal year. It is required to compensate for the over-utilization of the old-year appropriation authority, and must be established when the excess has been determined. This reserved allotment must be approved by the Treasury Board, since its establishment will require adjustments to new-year allotments previously authorized by them. 1, record 98, English, - over%2Dutilization%20of%20an%20appropriation
