Agents of Parliament are a unique group of independent statutory officers who serve to scrutinize the activity of government. They report directly to Parliament rather than to government or an individual minister and, as such, exist to serve Parliament in relation to Parliament’s oversight role.

OBS

The Auditor General of Canada, the Chief Electoral Officer, the Commissioner of Official Languages, the Privacy Commissioner, the Information Commissioner, the Public Sector Integrity Commissioner and the Commissioner of Lobbying are among those generally considered to be part of the agent of Parliament group.

OBS

Although it is very commonly used in this context, the expression "officer of Parliament" is considered by some to be too vague and confusing, as it can also refer to other officers that serve Parliament, such as the Sergeant-at-Arms, the Usher of the Black Rod, the Law Clerk or the Parliamentary Librarian.

The agents of Parliament themselves recommend the term "agent of Parliament".

An officer of the Senate whose responsibilities include delivering messages to the Commons when its Members’ attendance is required in the Senate Chamber by the Governor General or a deputy of the Governor General.

OBS

In keeping with the Westminsterian Parliamentary tradition, the Usher of the Black Rod discharges his or her role as personal attendant and messenger of Her Majesty the Queen or her representative(Governor General or his or her Deputy). The Usher of the Black Rod is the most senior protocol officer in the Parliament of Canada and as such, is responsible for an important ceremonial side of the Senate's work, including the daily Speaker's Parade, royal assent, the Speech from the Throne, the installation of a Governor General and state funerals. In addition, The Usher of the Black Rod is responsible for security in the Senate Chamber, manages the Senate Page Program and is a member of the Welcoming Party for all visiting foreign dignitaries.

Upon the appointment of the first woman [Mary McLaren] to the position of "Gentleman Usher of the Black Rod" on October 20, 1997, the Senate proposed that the title be changed to "Usher of the Black Rod. "

OBS

The title of the position comes from the ebony stick carried by the Black Rod, which is used to knock on the doors of the House of Commons Chamber to gain admission into that Chamber.

En outre, il est responsable de la sécurité de la Chambre haute, gère le Programme des pages du Sénat et fait partie du comité d’accueil qui reçoit les dignitaires étrangers.

[En 1997,] Mary McLaren est la première femme à occuper le poste de gentilhomme huissier de la verge noire au Sénat canadien. Sa nomination entraîne la création immédiate du titre féminin de huissière du bâton noir.

Le titre de ce poste provient du bâton d’ébène dont se sert l’huissier pour frapper aux portes de la Chambre des communes et obtenir la permission d’y entrer.
