Article VII of the General Agreement on Tariffs and Trade laid down the general principles for an international system of valuation. It stipulated that the value for customs purposes of imported merchandise should be based on the actual value of the imported merchandise on which duty is assessed, or of like merchandise, and should not be based on the value of merchandise of national origin or on arbitrary or fictitious values.

The World Customs Organization, established in 1952 as the Customs Co-operation Council, is an independent intergovernmental body with world-wide membership whose mission is to enhance the effectiveness and efficiency of Customs administrations... In 1994, the Council adopted the informal working name "World Customs Organization"(WCO) for the Customs Co-operation Council, in order to give a clearer indication of the nature and world-wide status of the Organization. The WCO has two official languages, English and French. However, Spanish is also used for Customs Valuation matters arising from the GATT/WTO Valuation Code. Spanish and Russian are used for the Customs Convention on Containers, 1972. Recently, Spanish was introduced as official language of the technical Committee of Rules of Origin.

The 149 Member World Customs Organization was established to improve the efficiency and effectiveness of Customs Administrations. The WCO adds value to the national economic wealth and social protection of its Members by encouraging a transparent and predictable Customs environment within which legitimate international trade may flourish and effective barriers to illicit goods and illegitimate trade may be raised.
