The Ozone Annex to the 1991 Canada-United States Air Quality Agreement was negotiated to reduce the transboundary movement of smog-causing pollutants to better protect human health and the environment. The Ozone Annex commits both Canada and the United States to control and reduce emissions of nitrogen oxides (NOX) and volatile organic compounds (VOC) which are precursors of ground-level ozone, a major component of smog over major regions in Eastern North America.

L'Annexe sur l'ozone à l'Accord Canada-États-Unis sur la qualité de l'air de 1991 a été négociée afin de réduire le mouvement transfrontalier de polluants causant le smog et ainsi mieux protéger la santé humaine et l'environnement. L'annexe engage le Canada et les États-Unis à stabiliser et réduire les émissions d'oxydes d'azote (NOX) et de composés organiques volatiles (COV), précurseurs de l'ozone au niveau du sol, élément central du smog qui nuit à de vastes régions du nord-est de l'Amérique du Nord.
