CANATEX (CAnadian NATional EXercise) exercises, coordinated by the Department of National Defence's Office of Critical Infrastructure Protection and Emergency Preparedness (now with Public Safety and Emergency Preparedness Canada), were introduced to test and evaluate all Canadian federal contingency plans. CANATEX 3 was a nuclear emergency exercise intended to evaluate the Federal Nuclear Emergency Plan and its interface with both the Province under the Ontario Nuclear Emergency Plan and with the United States under the Canada-United States Joint Radiological Emergency Response Plan. On a créé les exercises CANATEX, coordonnés par le Bureau de la protection des infrastructures essentielles et de la protection civile (BPIEPC) du ministère de la Défense nationale (division qui relève maintenant de Sécurité publique et Protection civile Canada) afin de mettre à l'essai et d'évaluer tous les plans de secours fédéraux du Canada. CANATEX 3 était un exercice d'urgence nucléaire visant à évaluer le Plan fédéral en cas d'urgence nucléaire et sa jonction avec la province, selon le Plan d'urgence nucléaire de l'Ontario, et les États-unis, selon le Plan d'intervention Canada États-Unis en cas d'urgence radiologique.
