"ballast (fluorescent lamps or mercury lamps)": Devices that by means of inductance, capacitance, or resistance, singly or in combination, limit the lamp current of fluorescent or mercury lamps, to the required value for proper operation, and also, where necessary, provide the required starting voltage and current and, in the case of ballasts for rapid-start lamps, provide for low-voltage cathode heating. Note: Capacitors for power-factor correction and capacitor-discharge resistors may form part of such a ballast.

A ballast has several components, of which only two - the capacitor and the filler - contain PCBs and must be destroyed completely. The other metal components may be recycled, once they are cleaned of PCB contaminants.

La stabilisation du régime d'arc par un ballast résistif est prohibitive du point de vue du rendement. Le rayonnement haute fréquence direct des lampes est généralement sans importance si les lampes ne sont pas très près de l'antenne, mais les parasites transmis par le réseau, soit par conduction, soit par rayonnement, peuvent avoir une intensité gênante; c'est pourquoi les accessoires d'une lampe à fluorescence comportent toujours un condensateur de faible capacité, branché directement aux bornes de la lampe. Pour les dispositifs à allumage par starter, ce condensateur est logé dans le boîtier du starter, tandis que pour les autres dispositifs le condensateur antiparasite est incorporé au ballast.
