Constant False-alarm Rate (CFAR). A constant false-alarm rate in the presence of variable levels of noise is usually a requirement placed on any modern radar. It is easily achieved in CW radars by use of filter banks. The energy reaching the filter bank is restricted either by automatic gain control or, when feasible, by limiting, and the thresholds in the circuitry following the filter bank are properly set with respect to the level in the total band. In a typical setting technique, random noise is injected into the amplifier that drives the filter bank, and each threshold is set to achieve the desired false-alarm rate. The level of noise is then varied and the threshold rechecked. If the limiting is proper, the false-alarm rate should not change. However, target signals in the absence of noise are unaffected, as they do not change the total energy present in the broad doppler spectrum sufficiently to reach the limiting level.

In conjunction with the conservation measures announced by the Minister of Fisheries and Oceans May 1998, and to address the changes announced in the 1998 Salmon management plan, the federal government announced a $400 million Pacific Fisheries Adjustment and Restructuring (PFAR) Program in June 1998, to be invested over a five year period. This program is designed to assist those involved in the fishing industry, adjust to the changes occurring in the Pacific fishery. Selective fishing, economic and species diversification opportunities, reduction in the size of the fishing fleet, expanded marketing targeting an international audience for anglers, and better public accountability have all been part of the first of the new direction in the Pacific fishery.

Comme complément aux mesures de conservation annoncées par le ministre des Pêches et des Océans du Canada en mai dernier, et pour tenir compte des changements apportés au plan de gestion du saumon de 1998, le gouvernement fédéral a annoncé en juin 1998 la création du Programme d'adaptation et de restructuration de la pêche canadienne (PARPC). Ce programme, dont le budget s'élève à 400 millions de dollars à répartir sur cinq ans, vise à aider les pêcheurs à s'adapter aux changements qui surviennent dans l'industrie de la pêche du Pacifique. Pêche sélective, possibilités de développement économique et de diversification des espèces commerciales, réduction de la taille de la flottille de pêche, campagnes de marketing ciblant les pêcheurs à la ligne étrangers et responsabilisation accrue du public, voilà autant de mesures prises au cours de la première année du PARPC, qui marque un changement d'orientation dans l'industrie de la pêche du Pacifique.
