Le clientélisme consiste, pour le détenteur d'une autorité à accorder des avantages indus pour fidéliser des personnes et en faire ses obligés. Le clientélisme recouvre plusieurs pratiques : le recrutement d'agents sur la seule base d'affinités politiques au mépris des règles en vigueur; la création de postes en faveur d'amis politiques alors que leur utilité n'est pas avérée; l'utilisation d'une position de pouvoir pour assurer l'impunité d'amis politiques qui auraient commis des actes répréhensibles; l'orientation de l'aide sociale aux populations en fonction de l'appartenance politique; le fait de favoriser sa région dans les choix d'implantation d'un projet de développement au détriment de sites plus appropriés. 1, record 1, French, - clientisme
