Les zones ainsi délimitées sont assimilées à des points appelés centroïdes, qui sont ensuite connectés entre eux par le réseau de communication. Les sens uniques sont distingués dans ce réseau par des flèches indiquant le sens de parcours autorisé. Le modèle considérera alors le graphe obtenu indépendamment de la réalité géographique de la ville. C'est alors que se grefferont sur ce modèle d'autres éléments, tels que les longueurs et capacité de chacun des axes, etc. qui permettront en fin de traitement de déterminer la répartition du trafic.
