At the 1990 United Nations World Summit for Children, the leaders of 71 countries made a commitment to invest in the well-being of vulnerable children. The Government of Canada responded with the Child Development Initiative (CDI). CAPC (Community Action Program for Children) is the largest programme of this initiative. CAPC provides long term funding to community coalitions to deliver programs that address the health and development of children (0-6 years) who are living in conditions of risk. Lors du Sommet mondial pour les enfants des Nations Unies de 1990, les dirigeants de 71 pays confirmaient leur engagement à assurer le bien-être des enfants vulnérables. Le gouvernement du Canada relevait le défi en adoptant l'Initiative pour le développement de l'enfant (IDE). Le PACE (Programme d'action communautaire pour les enfants) constitue le plus important programme de cette initiative. Le PACE fournit du financement à long terme à des groupes communautaires pour leur permettre de mettre sur pied et d'offrir des services qui répondent aux besoins de santé et de développement des enfants de la naissance à l'âge de six ans qui vivent dans des conditions à risque. Il s'appuie sur le fait que les collectivités sont mieux placées que quiconque pour définir les besoins de leurs enfants et pour trouver les ressources nécessaires pour agir efficacement.
