The consular treaties usually require consuls to adhere rigidly to certain conditions. They are required to act in conformity with the local law, to notify the local authorities and to observe the requirement that both parties or in some cases one of the parties to the marriage must be a national of the sending state. The consular regulations usually contain detailed instructions in this regard. Les législations nationales. Ce sont des lois, des décrets ou des ordonnances qui traitent des règlements du service consulaire appliqués par les États. Ces dispositions sont souvent d'un grand intérêt pour le juge, pour connaître quel est le droit consulaire en vigueur dans l'ordre juridique interne des États. Un grand nombre d'États ont des législations concernant les règlements consulaires. La plupart de ces législations ont été publiées par certains auteurs et par l'O.N.U. On peut citer quelques exemples : selon l'article 1er de la nouvelle loi soviétique, du 23 mai 1966, il est expressément mentionné que les missions diplomatiques et les postes consulaires étrangers en U.R.S.S. jouissent des privilèges et immunités nécessaires en vue de l'accomplissement de leurs fonctions, conformément aux normes du droit international. 1, record 1, French, - r%C3%A8glement%20consulaire
