Declaration of blockades. - In order that a blockade may be binding on neutrals, it must be declared and notified. The declaration is a high act of sovereignty and may only be made by a belligerent Power or by its naval authorities acting on its behalf. The declaration must state (1) the date when the blockade begins; (2) the geographical limits of the coastline under blockade; and (3) the period granted to neutral vessels to come out of the blockaded port.
