In 1981, the Québec government integrated the "social welfare" component of the ministère des Affaires sociales with the ministère du Travail et de la Main-d'œuvre, to create the ministère du Travail, de la Main-d'œuvre et de la Sécurité du revenu. In making this decision, the government expressed its desire to link social welfare and labour issues. The ministère de l'Emploi et de la Solidarité sociale (MESS) contributes to Québec's social development and economic prosperity by encouraging individuals to realize their full potential in the manners described below. The MESS works to promote employment, develop the labour force and improve labour market operations. The MESS provides financial support to economically-disadvantaged people, and it combats poverty and social exclusion.

In 1882, the Ontario government established the Bureau of Industry under the Department of Agriculture. In 1900, a Bureau of Labour came into being, and labour affairs were transferred from the Department of Agriculture to Public Works. The bureau was replaced in 1916 by Trades and labour Branch, still under Public Works. In April 1919, Bill 169 brought all labour matters under the new Department of Labour. It was renamed the Ministry of Labour in 1970, when the Department of Labour Act was repealed and replaced by the Ministry of Labour Act
