... signed in 1991 at Espoo, Finland. [Prepared by a] working group within the United Nations Economic Commission for Europe ... Twenty-nine countries, including the Russian Federation, signed the Convention, and by doing have so declared that they accept the "interrelationship between economic activities and their environmental consequences" and the need "to ensure environmentally sound and sustainable development." "The essence of the Espoo Convention is that if one country ... plans to undertake a project ... that could cause environmental damage in a neighboring country or countries ..., the country with the project plans has an obligation to inform its neighbors of its plans, make an open environmental impact assessment (EIA) well in advance to find likely environmental effects, and on the basis of the EIA have consultations with its neighbors before making any final decisions or proceedings with the project." 3, record 1, English, - Convention%20on%20Environmental%20Impact%20Assessment%20in%20a%20Transboundary%20Context
