The Federal Committee on Environmental Management Systems was formed to provide leadership in the development and implementation of the environmental management system, and is one of the main committees under the Environmental Accountability Partnership. Co-chaired in 1995 by Environment Canada and Transport Canada, the committee's objectives are to develop: a generic environmental management framework and promote its implementation within the federal government; an action plan to address liabilities related to past practices, taking into consideration both federal and provincial legislation; and tools and mechanisms that can help departments manage existing and emerging environmental issues, including mechanisms for monitoring progress.
