... an access arrangement, provided through appropriately equipped end offices, which permits a subscriber to access automatically the network of the carrier it has preselected by dialing 0+ or 1+ a standard 7- or 10-digit telephone number.

CONT

FGD also allows a subscriber who is not prescribed to a particular carrier to access the carrier's network by dialing 10XXX plus a standard 7- or 10-digit telephone number, where XXX is the carrier's identification code (CIC).
