Le rez-de-chaussée comporte en principe deux ailes, l'une destinée essentiellement à la Météo, l'autre à la Navigation aérienne. La partie centrale est occupée par la «salle des navigants» dans laquelle les Commandants de bord ou les pilotes d'aéronefs viennent préparer leur plan de vol. Cette salle, dont les murs sont tapissés de cartes, n'a pas besoin d'être très grande, mais doit permettre un accès facile aux bureaux dans lesquels le pilote obtiendra les renseignements qui lui sont nécessaires.
