Consider the seemingly straightforward question of what food policy the rich nations of the world ought to adopt toward the poor and the hungry. Should food be sent to relieve hunger in overpopulated areas? ... one could argue ... that sending food to relieve hunger in overpopulated areas is only producing a larger population that will be even hungrier.

Les responsabilités inhérentes à la détermination de la politique alimentaire sont remises au Ministre de l'agriculture. Il est ainsi chargé de l'orientation des productions agricoles, de la fourniture des garanties contre la destruction et le sabotage des vivres, de constituer un stock de sécurité, de préparer et exécuter les mesures visant à la gestion. Lorsque les circonstances rendent indispensables le contrôle et la répartition des ressources alimentaires, il est habilité à prendre toutes les mesures nécessaires en vue de régler la production, le stockage, la transformation, la circulation, la distribution et la vente des stocks détenus par toute personne ou groupement.
