[Capability Based Planning (CBP)] calls for the integration of planning, as opposed to the current practise of integrating plans. The difference is critically important. Plans developed in isolation are difficult to reconcile once they are done. CBP brings together all those involved in delivering a capability into Joint Capability Assessment Teams, or JCATs, forcing operational officers and functional planners to work from shared assumptions and forge a common view of how capabilities can best be delivered.

[La planification fondée sur les capacités (PFC)] nécessite une intégration de la planification, par opposition à l'intégration de plans qui se fait actuellement. La différence entre les deux est fondamentale. Les plans établis séparément sont difficiles à rapprocher après coup. La PFC, au contraire, rassemble tous ceux qui sont associés à l'obtention d'une capacité dans des équipes d'évaluation des capacités interarmées (EECI), ce qui oblige les officiers opérationnels et les planificateurs fonctionnels à travailler à partir d'hypothèses communes et à s'entendre sur la meilleure façon de fournir des capacités.
