The Adult Learning, Literacy and Essential Skills Program (ALLESP) was implemented on April 1, 2006 to integrate the National Literacy Program (NLP), the Office of Learning Technologies (OLT) Program and the Learning Initiatives Program (LIP) into a single cohesive program. By integrating these three closely-related programs, Human Resources and Social Development Canada (HRSDC) has created a more coherent approach for the delivery of its adult learning and literacy activities.

Le Programme d'apprentissage, d'alphabétisation et d'acquisition des compétences essentielles pour les adultes (PAAACEA) a été mis en œuvre le 1er avril 2006. Il regroupe le Programme national d'alphabétisation (PNA), le Bureau des technologies d'apprentissage (BTA) et le Programme des initiatives d'apprentissage (PIA) pour former un seul programme cohésif. Le regroupement de ces trois programmes étroitement liés permettra à Ressources humaines et Développement social Canada (RHDSC) de réaliser ses activités d'apprentissage et d'alphabétisation pour les adultes de façon plus intégrée.
