Une nouvelle organisation vient d'être créée par une convention à trois conclue le 11 mars 1972 : Sénégal, Mali, Mauritanie. Sa compétence est limitée au seul aménagement du fleuve. C'est ainsi qu'elle est dénommée : Organisation pour la mise en valeur du Sénégal (O.M.V.S.). Elle est «ouverte à tout État riverain du fleuve Sénégal qui acceptera l'esprit et la lettre de convention».
