(a) a site at which more than 10 kg of uranium or thorium is removed in a calendar year from its place of natural deposit for the purpose of uranium or thorium recovery or metallurgical testing, (b) a site at which excavation for the purpose of evaluating a uranium or thorium orebody is carried out, (c) a uranium or thorium mine, (d) a uranium or thorium mill, or (e) any combination of the above, and includes any associated waste management system and all land, buildings and equipment associated with the above.
