... a new independent agency, created and funded by governments, would be responsible for all aspects of the blood system. It would take over collecting and distributing blood from the Red Cross and also replace the Canadian Blood Agency as the bill payer. Health ministers accepted the panel's conclusions and ordered a plan to be drawn up for a National Blood Authority to be in place by 15 February 1997 and the agency to be active within a year.
