Since 1992, Human Resources Development Canada (HRDC) and Revenue Canada (RC) have had an ad hoc process in place to respond to requests from victims who are trying to change their identity to escape life-threatening spousal abuse. Through this process, victims are provided with a new, delinked (no computer links) Social Insurance Number (SIN). Canada Pension Plan, tax and social benefit records are also securely recreated under the new SIN. Because of concerns about client safety, HRDC and Revenue Canada have initiated an interdepartmental project to complete in-depth work with other federal partners, the provinces and territories to determine whether a nationally co-ordinated New Identities Program can be implemented. This initiative seeks to support the justice system by addressing the concerns of victims of extreme family violence in relation to safety, restitution and the prevention of further violence.
