Nigeria was plunged into civil war in 1967, when the eastern region declared its independence as the Republic of Biafra. The fighting was intense and there were allegations of civilians being ill treated. Canada cooperated with Britain to create a mission to monitor the Nigerian Armed Forces to see whether they were obeying their own code of conduct, and to investigate charges that Nigerian soldiers were guilty of genocide.
