En 1992, on a exigé que les villes classées non conformes et présentant un niveau de pollution par CO [monoxyde de carbone] sérieux ou modéré mettent en place un programme de carburants oxygénés. Pendant une période d'au moins 4 mois en hiver, l'essence vendue dans ces villes devait avoir une teneur minimale en oxygène de 2,7 p. 100 en masse. [...] Selon ce programme, les principaux composés oxygénés utilisés étaient l'éthanol et l'oxyde de méthyle et de tert-butyle (MTBE).
