Planteada por el británico C. Northcote Parkinson, su proposición básica (conocida como primera ley de Parkinson, no exenta de humor), dice que «el trabajo realizado se expande hasta ocupar todo el tiempo disponible para su terminación». Una segunda ley, variante de la primera, se expresa con la afirmación - no tan distinta de la Ley de Wagner - de que la burocracia y el gasto público crecen independientemente de las necesidades reales, hasta llegar al máximo de los recursos disponibles.
