Comme il est impossible pour les parlementaires d'étudier article par article les quelque 8 000 projets de loi déposés à chaque année au Congrès, ils ont mis sur pied des commissions spécialisées. Ces dernières trient les projets, procèdent souvent à des auditions publiques, réunissent les renseignements pertinents pour les congressmen et proposent des amendements. Il est presque impossible pour un projet de loi d'être adopté par l'une des deux chambres sans être passé par une commission.
