While some people have professed to see the Commission as a form of political executive or (as it were) a proto-Cabinet, this description ignores its non-elective, non-responsible character. To imagine a Canadian analogy, it is as if provincial Premiers named a secretariat which, by formal interprovincial agreement, was given a key role in collective decision making, including sole power of initiative in policy formulation and legislative proposal, as well as possessing key administrative powers and having a significant role in enforcing interprovincial agreements. 1, record 1, English, - proto%2DCabinet

Si certains estiment que la Commission est une espèce de pouvoir exécutif ou (selon le cas) un protocabinet, cette description ne tient pas compte du fait que ses membres ne sont pas élus et qu'elle n'a pas à rendre compte à un électorat. Dans le contexte canadien, l'analogie consisterait à imaginer que les premiers ministres des provinces concluent un accord interprovincial officiel afin de constituer un secrétariat qui assumerait un rôle clé dans la prise de décision collective et qui posséderait, entre autres pouvoirs, le droit d'initiative exclusif en matière d'élaboration de politiques et de projets de loi en plus de posséder des pouvoirs administratifs essentiels et d'assumer un rôle important dans l'application des accords interprovinciaux. 1, record 1, French, - protocabinet
