Cette observation concorde en tout point avec la prédiction de la théorie des choix publics à l'effet que la probabilité qu'une mesure ou une dépense soit adoptée par un gouvernement est d'autant plus grande que les bénéfices sont circonscrits à des groupes d'intérêt particuliers et que ses coûts sont étalés sur un plus grand ensemble.
