Au Solliciteur général (et ailleurs?), « se qualifier pour accéder au niveau désiré » renvoit à une méthode selon laquelle les candidats à un poste ayant réussi à une sorte d'examen de présélection sont inscrits sur une liste; les gestionnaires peuvent ensuite choisir n'importe quel candidat inscrit sur la liste (par opposition au concours de dotation habituel, où l'on retient le ou les candidats ayant obtenu les meilleurs résultats).
