The rational method of estimating peak flow on small watersheds [(under] 5 sq. mi.) is based, in concept, on the criterion that for storms of uniform intensity, distributed evenly over the basin, the maximum rate of runoff occurs when the entire basin area is contributing at the outlet and that this rate of runoff is equal to a percentage of the rainfall intensity. 2, record 1, English, - rational%20method

La méthode rationnelle d'évaluation des débits de pointe sur de petits bassins versants [(inférieur à] 5 milles carrés) est basée, théoriquement sur les critères suivants: lors des orages dont l'intensité et la distribution sur tout le bassin sont uniformes, le taux maximum de ruissellement se produit lorsque la superficie entière du bassin contribue à l'écoulement à l'exutoire. The most commonly used procedure for estimating PMP (...). An index of the maximum possible moisture supply is obtained by entering tables of effective-precipitable water with the 100-yr. 12-hr. maximum-persisting dewpoint for the basin. Maximization is achieved by multiplying the observed rainfall values by the ratio of this figure to that for the air supplying the atmospheric moisture to the actual storm. 1, record 2, English, - rational%20method
