Le thème des «cités-satellites» s'inscrit dès l'automne 1940 dans le cadre de l'action du Commissariat à la lutte contre le chômage et dans le discours de François Lehideux. Le 7 février 1941, ce dernier déclare lors d'une conférence prononcée à l'École Libre des Sciences Politiques et intitulée «La lutte contre le chômage» que son objectif est de construire autour de Paris un certain nombre de villes-satellites qui peuvent être tracées dans les zones agricoles et qui permettront de donner aux ouvriers de ces zones une maison avec la terre et de leur faire retrouver le chemin de la patrie [...] les «villes-satellites», situées autour des noyaux urbains de la périphérie, doivent assurer un développement coordonné entre l'agglomération centrale et ses franges rurales, et surtout accueillir les nouveaux arrivants. 2, record 4, French, - ville%20satellite

Les villes satellites se trouvent de 7 à 60 km du cœur de la ville, la rodoviaria, reliées par de véritables autoroutes à vitesse rapide sans points d'arrêt.
