... transition periods have been incorporated into WHMIS legislation. To understand these, it's important to understand the distinction between primary and secondary suppliers (a distinction that was introduced after amendments to the original Controlled Products Regulations were passed in the fall of 1988). Put simply, primary suppliers do not rely on someone else for the raw materials used in the manufacture of their products. Secondary Supplier Exemptions. The sale or importation by a supplier, in this section referred to as the secondary supplier, of a controlled product that is a mixture is exempt until March 15, 1989, from the application of paragraph 13(a) or 14(a) of the [Hazardous Products] Act in respect of the requirement to transmit, obtain or prepare a material safety data sheet for the mixture if (a) the mixture contains a component that is a controlled product and the component is sold to the secondary supplier or the manufacturer of the mixture by another supplier, in this section referred to as the primary supplier.... 3, record 1, English, - secondary%20supplier
