The Service Canada initiative was originally established by Treasury Board Secretariat (TBS) as a pilot project in 1999 with a mandate to provide Canadians with one-stop access to the services of the "whole of government", and to deliver those services in a fast, reliable, convenient and cost effective manner. L'initiative Service Canada a été lancée initialement en 1999 par le Secrétariat du Conseil du Trésor (SCT) à titre de projet pilote.
