La tendance à la personnalisation croissante du pouvoir exécutif, qui se manifeste un peu partout, y compris dans les pays parlementaires et démocratiques, ne contribue pas peu à la généralisation de cette pratique. Elle présente pourtant des inconvénients incontestables : ces rencontres «au sommet» - ou à mi-côte - concourent à rendre publique les difficultés internationales, quand elles n'ont pas pour effet de les envenimer.
